系统配置中的 404 错误通常意味着 ACL 存在问题。您可能在模块adminhtml.xml文件中缺少适当的 acl 节点：

做@benmarks 所说的，加上确保添加正确的孩子（在你的情况下）smsconfig

（使用@benmarkssms_config代替smsconfig）

不要低估在更改 ACL 后注销然后重新登录的需要。即使您清除缓存，您仍然会 404，直到您注销并重新登录。
