如果您检查 HTML，您会看到表单的操作是../cgi-bin/statos_OIB.cgi，这意味着表单已提交到http://www.hzzo-net.hr/cgi-bin/statos_OIB.cgi，因此您必须使用该 URL。

此外，经过一些测试，我发现服务器返回 500 响应，除非提供了有效的Referer( http://www.hzzo-net.hr/statos_OIB.htm)。

我不熟悉 R，但我可以使用该requests库在 Python 中提供一个示例。
