Man ssh说：

如果指定了 command，它将在远程主机而不是登录 shell 上执行。

问题是这cd是一个内置的 bash（type cd在您的终端中运行）。因此，ssh 尝试cd作为 shell 运行，但在PATH.

您应该像这样调用 ssh：

 ssh user@host  -t 'bash -l -c "cd ~/bin && ./ssh-out.sh"'
