不知道如何解决该错误，但我找到了解决方法。

只需将“PdfToolPath”设置为不同的文件夹，以将那些坏的 dll 排除在 bin 之外：

    PdfToolPath = Path.Combine(HttpRuntime.AppDomainAppPath, "PdfTool")
};

这将导致 NReco.PdfGenerator 将 wkhtmltopdf.exe 程序和 2 个所需的 dll 复制到文件夹“PdfTool”中。
