我不太确定为什么包的构建脚本正在寻找它找不到的特定文件，但它是由redhat-rpm-config包提供的。我很确定默认情况下它应该在 Fedora Workstation 上。无论如何，由于您正在系统上构建软件，我建议确保安装以下组：

sudo dnf groupinstall development-tools rpm-development-tools c-development

这将解决这个特定问题，并确保您安装了其他基本的“本机”构建基础设施工具。

vagrant plugin install vagrant-livbirt
