似乎从 Windows 8 开始，关机实际上并没有关闭计算机，而是使其休眠。这会导致安装程序需要操作的系统文件继续被使用。

您可以通过以管理员身份运行以下命令来关闭休眠：

powercfg.exe /hibernate off

运行后，重新启动计算机，设置应该可以工作。您可以使用再次打开它

powercfg.exe /hibernate on
