我的猜测是 Windows 上的 Emacs 没有附带所需的库，因此(gnutls-available-p)为您返回 nil。您必须在某处安装 gnutls，以便您的 Emacs 能够找到它，参见。GnuTLS主页。您可能必须将下载的 Windows 库放入 Emacs 正在寻找它的库的目录中。
