设法解决了这个问题。我最近升级到 OS Mavericks 并且出现了问题。

在终端中尝试过 gem install bcrypt-ruby -v '3.1.2' 但遇到了同样的问题。

此后，在 App Store 上安装 Xcode，因为在终端中运行 Xcode-select --install 也失败了（找不到程序）。

因此，我偶然发现了这个线程并按照建议在终端中运行 sudo ln -s /usr/bin/llvm-gcc /usr/bin/gcc-4.2 。

主题：gem install pg 在 OSX Lion 上不起作用

解决方法：必须接受并完成 Xcode 的安装才能完成包更新。

完成 Xcode 的安装后，包更新完成，没有问题。
