我有同样的问题。

检查您的 YouTube 帐户。您是否创建了频道？如果不这样做，您将无法添加视频（通过 API 甚至在 youtube 中）。

在 youtube 中创建频道后，它起作用了。无需新代码或新密钥。

对于那些遇到问题的人Access Not Configured. Please use Google Developers Console to activate the API for your project，

@justine1234 的代码运行良好。只需删除

$client->setDeveloperKey('DEVELOPER_KEY');

并运行它。
