原来是less-rails-bootstrap版本 3.0.1 gem 由于相互依赖而以错误的顺序加载 twitter/bootstrap。我们从未注意到这是在开发中，因为默认情况下 Rails 不会在开发环境中压缩资源。所以那些特定的文件没有被加载，但它们并没有像在测试中那样阻止我们所有的 javascript 加载。

升级到less-rails-bootstrap3.0.3，或者在 application.js 中以正确的顺序要求 twitter/bootstrap 的各个组件解决了这个问题。
