gbc.insets = new Insets(35, 50, 0, 50);

因为你还没有初始化你的GridBagConstraints gbc.

此外,您同时看到两个面板的原因,即使您创建CardLayoutcardPanel. 因此,您仍在使用默认FlowLayoutJPanel. 你可以这样做:

cardPanel = new JPanel(cl);
