一个错误是

char decision;
...
scanf("%s",&decision);

您要求scanf将 char 数组写入单个 char。这将产生未定义的结果，但很可能会导致堆栈变量decision被覆盖。

要解决此问题，请使用%c您的格式说明符

scanf("%c",&decision);

或声明decision为 char 数组

char decision[32];
scanf("%.31s",decision);
