mysql2 gem 具有针对 mysql 二进制文件构建的本机 C 扩展。您的 vagrant 机器需要安装 mysql。做这样的事情

$ vagrant ssh
$ sudo apt-get install mysql-server mysql-client

安装 mysql 后，您应该可以安装 mysql2 gem。

编辑：你还需要 mysql 开发库所以

$ sudo apt-get install libmysqlclient-dev libmysqlclient16 ruby-dev
