凭直觉（因为问题是 Visual Studio 的本地问题），我开始查看工具和扩展，并注意到此组件Date Installed已超过最新的 Windows 更新！该Automatically update this extension复选框已选中（默认情况下？）。
所以它必须在 VS 重新启动时静默更新？！

当然，更新是有用的，有时是必要的。 但它们也可能带来问题。自动执行更新是一回事。 但是不通知用户是不好的！
