运行正常构建，即mvn clean install -PDocker成功完成，但是如果我直接从父模块调用其中一个 docker 目标，例如mvn -PDocker docker:help它会失败并出现此错误

从 docker 目录运行相同的命令成功完成。

需要进行哪些更改才能使命令在根目录中成功完成？
