runserver升级 Django 2.0.13 -> 2.1.0（或更高版本）在调用等时会导致以下错误migrate。

在 Django 2.0.13（及任何更低版本）上不会抛出此错误。

python3.8也有同样的问题

将错误跟踪到settings.py-> LOGGING

一个重要的注意事项是，无论出于何种原因，升级到 2.1 后mysite/__init__.py都会调用两次！（--noreload应用标志）。不确定这是否与问题有关。

中的代码mysite/__init__.py需要移动到mysite/manage.py.
