https://management.azure.com/是 Azure 资源管理 API，而 azconfig.io 是应用程序配置自己的 API。

我认为您应该使用 App Configuration 自己的 API。但是，相同的 Azure AD 令牌不适用于此 API。您需要使用resource=https://yourstorename.azconfig.io或请求另一个访问令牌scope=https://yourstorename.azconfig.io/.default，具体取决于您使用的是 Azure AD 的 v1 还是 v2 令牌端点。
