我通过使用一行代码找到了一个解决方案，它似乎必须是临时的，但到目前为止它适用于 Android 10 设备。

只需在Manifest.xml文件的<application标记内添加这一行：

android:requestLegacyExternalStorage="true"

这将允许应用程序将图片和视频保存在内部存储中 - 保存到带有项目包名称的文件夹中。
