运行迁移时我遇到了同样的问题。我不得不更改这两个execute_prepared语句来使用exec_prepared：

ActiveRecord::Base.connection.raw_connection.exec_prepared(
    'active_storage_attachment_statement', [
        ...
])

我不太记得为什么，但我还必须将最后插入的 blob 记录的 ID 传递给附件插入语句。如果你不需要这个，你可以跳过这个：
