Dynaloader上的文档并没有真正帮助，但第Dynaloader.pm193 行附近的代码确实提供了一个提示：

我不确定是否将其作为答案发布，但它至少是一个解决方案。在花了一天半的时间探听源代码并尝试各种实验后，我放弃了，删除了 64 位的草莓 5.28.1，安装了 32 位的草莓 5.28.1。然后true像冠军一样构建、测试和安装。

我唯一的猜测（这是一个疯狂的猜测）是该过程的某些部分以某种方式在网络上找到并与一些 32 位二进制文​​件交互——尽管我明确没有设置PERL5LIB或其他 Perl env vars，我PATH指出的也没有任何网络 Perl 的东西。

但我没有时间进一步研究这个问题，而且 32 位 Perl 对我的工作来说已经足够了。非常感谢@Corion 和@ikegami 的时间和评论。
