您发布的代码创建字典(十六进制 => windows-1251)。
因此,要将十六进制字符串转换为 windows-1251 字符串,您必须:

  1. 将您的十六进制字符串拆分为具有 2 个十六进制元素的数组
  2. 将每个元素翻译成 windows-1251
  3. 将结果数组加入字符串
