这个例外的原因是什么？

异常的原因是 JDK HTTP Client HPACK 代码中的错误。在您的代码中，您无能为力来解决它。

JDK HPACK bug 的具体信息可以在https://bugs.openjdk.java.net/browse/JDK-8200625找到（技术资料重复，来自前面提到的OpenJDK JIRA issue，这里不会增值，很可能变成很快就过时了）
