You would need to use a dedicated repository, compatible with GitHub Pages, in order to be able to generate a markdown file content as you want (with a custom width for instance).
See "What is GitHub Pages?".

For anything else, like a regular repository, only GitHub is controlling how the markdown pages are rendered.
