终于找到了导致滚动条无法使用的 CSS 规则。我为身体的背景使用了渐变色：

body {
   filter: progid:DXImageTransform.Microsoft.gradient(startColorstr='#52a0d6',  endColorstr='#024f7c');
}

现在我使用图像作为背景，滚动条正在工作，粘性页脚就在它应该在的位置。
