我通过以下步骤解决了这个问题：

  1. 通过 ndk-build 构建 libwebp
  2. 将 *.a 和 *.h 添加到项目下的文件夹中，例如 libwebp-armv7a
  3. 在没有 pkg​​-config 的情况下链接 webp

@halfelf 在评论中提到的方式是针对 PC 构建，而不是针对 Android 移动平台。
