该权限READ_PHONE_STATE是一个危险的权限，如果您使用的是棉花糖设备，则必须请求运行时权限，否则您的广播接收器将无法工作，也不会引发错误。

这很可能是您的代码出现问题的原因，因为您已经在 Intent 过滤器中正确注册，除了没有任何问题，因为它只是一个广播接收器并且应该可以工作，即被 Android 系统调用。
