解决了！

其原因是 XLA 教程中的一个有点晦涩的注释：

注意：在会话级别打开 JIT 不会导致为 CPU 编译操作。CPU 操作的 JIT 编译必须通过下面记录的手动方法完成。这个决定是因为 CPU 后端是单线程的。

这不适用于 CPU：

config = tf.ConfigProto()
config.graph_options.optimizer_options.global_jit_level = tf.OptimizerOptions.ON_1
sess = tf.Session(config=config)
...

这适用于 CPU（和 GPU）：

jit_scope = tf.contrib.compiler.jit.experimental_jit_scope
