950M 确实不支持 h265 编解码器。

从nvidia nvenc 页面或详细的支持矩阵中，我们可以了解到只有第 2 代 maxwell GPU 支持 h265/hevc。

另请查看maxwell wiki 页面和NVIDIA GPU 列表。可以看到950M的代号是GM107第一代maxwell架构，也就是说不支持h265。抱歉，您必须退回到 h264。
