这不是插件的工作方式。您使用的命令用于将插件安装到 heroku 命令行工具。

如果您想安装 Rails 插件，请转到您的项目文件夹和script/plugin install foo（或者您的 rails 版本安装插件），提交它，然后推送到 heroku。
