sys.path.insert(0, 'lib')

附加：
还需要在需求中添加protobuf： protobuf==3.1.0.post1

在谷歌文件夹中创建__init__.py：

    import pkgutil
    __path__ = pkgutil.extend_path(__path__, __name__)

也使用pip install -t lib --upgrade protobuf

gcloud==0.18.1用过的。

所有 3rd 方包都需要安装在与您的应用程序相同的目录中。从应用程序的根目录运行它来安装它。

pip install gcloud -t .
