好的，我发现...在 Webpack 的源代码中，如果有一个回调，webpack(options, callback)那么它会自动运行：

function webpack(options, callback) {
    ...
    if(callback) {
      ...
      compiler.run(callback);
    }
    return compiler;
}

如果有人想添加回调，请添加plugin如下：

compiler.plugin("done", stats => {
  debug(hash)
})
