当表单中包含文件时，您需要将enctype='multipart/form-data'添加到表单中。这样做：

<?= $this->Form->create($annonce, ['type' => 'file']) ?>

注意 - 您应该直接使用实体作为表单创建辅助函数的第一个参数，而不是字符串。
