java - 网络不可用时获取位置

我正在使用以下代码获取位置，问题是当没有网络或网络不佳时，它会停止在户外跟踪/获取位置，我假设当网络不存在时，它必须切换到仅 GPS 模式并获取位置，但它没有还有什么需要的吗？
