根据plivo.com/docs/api/message，该参数假定为“dst”而不是“dest”。

此外，请仔细检查您用于 Plivo Auth ID 和 Auth Token 的值。确保您使用的是您的 AUTH ID（20ish“随机”字符串），而不是您的 Plivo 用户名。
