遇到完全相同的问题。通过从官方下载页面安装最新的 vagrant 来解决。

正如kenorb所说，ubuntu 14上的流浪者似乎对ruby 1.9有很强的依赖。Vagrant 官方安装页面也建议不要通过 OS 包 repos 安装 vagrant。
