那是因为有时 row['STREET ADDRESS'] 是空的，因此row['STREET ADDRESS'].split()返回一个空列表

您可以访问带有切片但不能索引特定元素的空列表。

这是一个例子：

In [10]: x = []

In [11]: x[0:1] # this returns empty list
Out[11]: []

In [12]: x[0] # this will raise an error
