这个问题与我在 Joomla 中使用的规则集有关。我最近又一次尝试让它工作，Wiki 的作者更新了这篇文章，指出您需要使用特定版本的 PHP Docs。

清除现有安装并安装列出的版本为我解决了这个问题。
