问题出在按钮上<p:commandButton value="#{row.fileId}" action="#{fileOnDeskViewDlgBacking.fileNoting(row.fileId)}" />，该方法没有通过fileId，它解析为 null，因为#{row.fileId}alwasys 给出了它的值。
