我让它工作了。我不得不扩展启动 Tomcat 8.0.12 服务器的方式。

然而，必须做三件主要的事情：

1. web-app version在web.xml中必须至少为 3.0（我使用 3.1）
2. metadata-complete在web.xml中可能不是真的 ( default is "false")
3. classes目录必须在启动前添加到嵌入式 Tomcat
