您的语言环境错误，$number 实际上应该是 $row 值。

setlocale(LC_MONETARY, 'en_US');
echo money_format('%i', $row['payable']);

对于 Windows 机器

echo '$' . number_format(floatval($row['payable']));

您的代码需要修复。此外，根据您的系统，en_US 可能还不够（即：Debian 需要 en_US.utf-8）：

setlocale(LC_MONETARY, "en_US.utf-8");
