I have RailsInstaller with Ruby 2.0 and Rails 4.0. I create an app with this:

$ rails new myapp -m https://raw.github.com/RailsApps/rails-composer/master/composer.rb

Then i got this:

从这里下载 cacert.pem 文件。将此文件保存到 C:\RailsInstaller\cacert.pem。

现在通过设置 SSL_CERT_FILE 让 ruby​​ 知道你的证书授权包。要在当前的命令提示符会话中设置它，请键入：

  $  set SSL_CERT_FILE=C:\RailsInstaller\cacert.pem

就这样。工作正常！
