很可能该gitlab-satellites文件夹已损坏。删除该文件夹并重新创建它。此文件夹用作gitlab暂存器 - 用于合并等。删除此文件夹应该是无害的。为了更安全，您可以在运行以下命令之前将其重命名为其他名称（而不是删除）。

bundle exec rake gitlab:satellites:create RAILS_ENV=production

然后重新启动gitlab。
