如果您从 Internet 下载 .DLL，Powershell 默认不会信任它们。您可以在此处执行以下两项操作之一：

  1. 取消阻止内容。这是有关该问题的详细说明的指南，但基本上您只需右键单击下载的文件，选择属性，然后单击常规选项卡中的“取消阻止”。您可以使用Unblock-Filecmdlet 直接从 powershell 取消阻止内容。
  2. 更改您的执行策略。这也可能允许您下载的恶意脚本运行，所以要小心。

专门审查和取消阻止您信任的内容似乎是更好的途径，尤其是对于您的情况，因为您似乎只会这样做一次并且您信任该软件包。

编辑：如果那不能解决这个问题，我遇到的这种错误的另一个经验是当 Powershell 没有与程序集相同的 .NET 运行时版本时。有关某些上下文，请参阅此问题，其中 Powershell 2.0 运行 .NET 2 运行时，而询问者需要 .NET 4 来处理某些程序集。

您没有使用相同版本的 PS，因此您的里程可能会有所不同，但我会尝试根据链接的答案创建/编辑配置文件，以支持您正在使用的 DLL 的运行时。
