Para habilitar la depuración Just In Time (JIT), el archivo de configuración de esta
aplicación o equipo (machine.config) debe tener el
valor jitDebugging establecido en la sección system.windows.forms.
La aplicación también se debe compilar con la depuración
habilitada

Por ejemplo:

Cuando esté habilitada la depuración JIT, cualquier excepción no controlada
se enviará al depurador JIT registrado en el equipo

您的框架已关闭。看起来您的应用程序在 4.0 中，而您正在安装它的机器在其他地方。

如果机器可以处理它，请尝试安装 .net 4.0 框架。

此位置提到（以及错误的英文版）在 Vista 或更高版本上您至少需要 v3.5。
