我在 Ubuntu 上遇到了同样的错误，试图启动一个新的 Rails 项目。在这种情况下sqlite3.h is missing，意味着libsqlite3-dev丢失了，我猜（我是 Ubuntu 和 Sqlite3 的新手）。可以在这里找到答案：安装 sqlite 标头。

~$ sudo apt-get install sqlite3
~$ sudo apt-get install libsqlite3-dev
~$ bundle install
