Follow the Steps for the solution

Step1: Uninstall all the things related to Silverlight
Step2: Install the Silverlight4.0
Step3: Install Silverlight3 SDK

现在打开项目，浏览器可能会询问最新的 Silverlight 版本。>>但是忽略这一点。
