    algorithm has to generate key stream as below:

    but instead it is generating final encryption output without zero's

    final expected output is as below:

更改您的 printf 格式字符串以要求将每个字符输出为两个十六进制数字 - 目前您正在丢失前导零。

printf("%02x",outdata[i]);

零告诉它使用零填充最多两位数,默认值为空格。
