我在使用 Eclipse 3.8 的 Linux 版本时遇到了同样的问题。Google FAQ 页面中的以下解决方案对我有用，并且由于它完全独立于平台，它也可能在其他平台上有所帮助：

1) 选择帮助 > 安装新软件...

2) 添加更新软件站点（通过单击添加...）并输入http://download.eclipse.org/releases/indigo [根据您的 Eclipse 版本更改最后一个字] 作为位置。

3）添加更新站点后，再次尝试安装Android Developer Tools，它现在应该下载所有依赖项。
