该命令python manage.py runserver 0.0.0.0:$PORT collectstatic --noinput无效，您试图将两件事合二为一。

python manage.py runserver 0.0.0.0:$PORT

python manage.py collectstatic --noinput

将它们作为单独的命令分开，我建议放入runserver您的 Procfile 并collectstatic在 shell 中运行。
