您应该使用 CONFIGURE_OPTS 而不是 RUBY_CONFIGURE_OPTS。

获取 openssl 目录位置：

brew --prefix openssl

这是我用来在 MacOS 上安装 2.0.0-p247 的最终命令：

CONFIGURE_OPTS="--with-openssl-dir=/usr/local/opt/openssl" rbenv install 2.0.0-p247
